Panel recommends cutting food cover to 40% from 67%

A panel appointed by Prime Minister Narendra Modi has recommended that the government should decrease the coverage under the National Food Security Act (NFSA) to 40% of the total population from 67%.

It has also recommended that government should defer implementation of the scheme in states which have not complied with the roll-out conditions.

The panel was headed by former food minister Shanta Kumar. This recommendation is being considered to be important as reforming the subsidy regime is a key plan of Modi’s economic reforms.

What is National Food Security Act?

  • The National Food Security Act, 2013
  • Also called as Right to Food Act
  • Act of the Parliament of India
  • Aims to provide subsidized food grains to nearly two thirds of India’s 1.2 billion people
  • It was signed into law on September 12, 2013, retroactive to July 5, 2013.
  • The National Food Security Act, 2013 (NFSA 2013) supports existing food security programmes of the Government of India like:
    1. Midday Meal Scheme
    2. Integrated Child Development Services scheme
    3. Public Distribution System
  • Under the provisions of the bill, beneficiaries of the Public Distribution System (PDS) are entitled to 5 kilograms per person per month of cereals at the following prices:
    1. Rice at Rs 3 per kg
    2. Wheat at Rs 2 per kg
    3. Coarse grains (millet) at Rs 1 per kg
  • Pregnant women, lactating mothers, and certain categories of children are eligible for daily free meals.
  • The bill has been highly controversial.
  • It was introduced into India’s parliament on December 22, 2024
  • It was promulgated as a presidential ordinance on July 5, 2024
  • It was enacted into law on September 12, 2024
