Planning Commission replaced by NITI Aayog

Modi Government has taken an important decision to replace the 65 year old ‘Planning Commission’ by ‘National Institution for Transforming India’– NITI Aayog.

This marks a major shift in policy-making of the government. The NITI Aayog will be headed by PM Narendra Modi and will also comprise Chief Ministers of all state and Lt Governors of Union Territories.

Due to the inclusion of CMs into the NITI Aayog the National Development Council, which was the body of CMs that used to approve 5-year plan, has now become defunct.

What was Planning Commission?

  • An institution in the Government of India
  • It formulated India’s Five-Year Plans
  • It was established in accordance with article 39 of the constitution
  • Article 39 is a part of directive principles of state policy
  • What is NDC?

  • The National Development Council (NDC) or the Rashtriya Vikas Parishad
  • The apex body for decision making and deliberations on development matters in India
  • Presided over by the Prime Minister
  • It was set up on 6 August 1952
  • Aim:
    1. To strengthen and mobilize the effort and resources of the nation in support of the Plan
    2. To promote common economic policies in all vital spheres
    3. To ensure the balanced and rapid development of all parts of the country
  • The Council comprises:
    1. the Prime Minister
    2. the Union Cabinet Ministers
    3. Chief Ministers of all States or their substitutes
    4. Representatives of the Union Territories
    5. the members of the Planning Commission
  • It is an extra-constitutional and non-statutory body.
  • NDC is the listed as an advisory body to Planning Commission but it’s advice is not binding
